A pamphlet by J. R. Gill and C. H. Brown (here: www.brethrenarchive.org/archive/later-exclusivism/lowe-section/the-tunbridge-wells-schism/tunbridge-wells-its-question-considered/) quotes on page 28 from this brochure by F. L., saying that it was written by "brother Frederick Lavington of England ... not long before his death". The reference was to the TW-question.

21 Woodbury Park Road, Tunbridge Wells was the home of William Earl Sibthorpe in the 1930s until his death in 1942. He edited the periodicals The Children's Gospel Magazine and Every Man To His Work.  When his mother, Charlotte, was buried in 1935 the register has 'F. Lavington' in the column headed 'By Whom Ceremony Performed'.  I believe this was Frederick Lavington (1869-1937) - the middle initial 'W' that BTP website shows I think is spurious.
